We plan the full scope up front, sequence dependencies, lock budgets and timelines, and manage delivery against a detailed baseline. Change control is strict here, because in this model an uncontrolled change ripples through every milestone downstream of it.
Adaptive Delivery (Agile)
When requirements are going to evolve anyway, new products, customer-facing platforms, anything where user feedback should genuinely shape the next sprint, we run adaptive delivery instead.

Hybrid Delivery (Bimodal)
Most enterprise programmes don't split neatly into one camp or the other.
We often run bimodal delivery: a predictive backbone for infrastructure, integration and compliance milestones, with agile workstreams handling the user-facing layer built on top. Getting the handoff between the two modes right, so the agile teams aren't stuck waiting on the waterfall track, is where experienced programme management actually earns its fee.
